英文摘要：
In 2006, CITIC 21CN Company Limited (CITIC 21CN) undertakes the important information-based construction project of national pharmaceuticals electronic monitoring network construction. This project encounters major challenges in two aspects. First, correctly interpret the multi-needs, not only to meet the Government\'s drug regulatory requirements, but also to get the support from 33 drug production and distribution companies and effectively protect the interests of pharmaceuticals consumers, among which some demands exist conflict. Second, design a systematical construction program to cover the whole country, the whole process for drugs and all-round construction of a unified regulatory system and to ensure high adaptability and effectiveness of the program. This case describes CITIC 21CN ’s specific practices in the positive interpretation of all the needs, as well as the design process based on the \"Drug Administration Code\" system-building program.
