Abstract：
As a traditional state-owned water enterprise, Nanjing Water Group has a variety of businesses, such as tap water supply, sewage treatment, design, and construction of water facilities. The traditional offline procurement method has many problems, such as many procurement varieties, the large amount of funds required, a complex bidding process, isolated information island, supplier management, and so on. This case aims to explore how Nanjing Water Group can solve the pain points of traditional offline procurement by building an online digital procurement system to finally improve procurement efficiency and reduce procurement costs. The case shows the business content and characteristics of procurement and supply chain management of Nanjing Water Group as well as the internal and external environment and difficulties faced with digital procurement. Through the description of the implementation process of Nanjing Water Group's digital procurement, this case also reveals how the enterprise combines its characteristics to promote and achieve the objectives and tasks of digital procurement in the aspects of implementation scheme planning, element resource support, organizational structure, business optimization, technology realization, data resource development and utilization, capability evaluation, and improvement. By analyzing the process of procurement's digital transformation of Nanjing Water Group, this case helps students understand and learn from the methods and paths of traditional production enterprises to implement digital procurement.
