Taking CRRC’s practice of building a chain leader for the rail transit equipment industry chain as its main thread, this case systematically examines the organizational and enabling role of the chain leader in modern industrial chains. As one of the first six modern industrial chain leader enterprises designated by SASAC, CRRC has established a hierarchical “main chain–sub-chain” matrix governance system and formed a trinity implementation path of “consolidating, supplementing, and strengthening the chain,” exploring an innovative path in which a central state-owned enterprise leads the construction of a modern industrial chain in the rail transit equipment sector. Theoretically grounded in value chain governance theory, the case systematically presents the strategic opportunity for CRRC to become a chain leader, its organizational governance model, its implementation path, and the future challenges of synergizing the transportation and energy industries. Through studying this case, students can understand the development history and competitive landscape of rail transit equipment industry, comprehend the conceptual definition, operating mechanisms, and implementation paths of the chain leader, and explore the challenges and countermeasures for enterprises transitioning from a single-industry-chain leader to a multi-industry-chain ecosystem builder.
