2021年6月20日，国家能源局发布《关于报送整县（市、区）屋顶分布式光伏开发试点方案的通知》，要求相关单位试点推进屋顶分布式光伏，拉开整县推进屋顶分布式光伏项目的帷幕。中国电能是国家电力投资集团有限公司的全资子公司，响应国家号召，以分布式光伏为切入点，与河南省兰考县达成政企合作，以“一县一企，集中开发”模式，全面推进整县屋顶光伏开发。中国电能基于兰考县发电环境、屋顶环境以及分布式光伏发展现状，研究确定了数字化整体开发思路，通过嵌入“电能e购”新能源电商平台作为中心主体，搭建“电能光e链”光伏开发建设和运维管理一体化工作台以及“技术猎头”平台作为服务主体的两翼，打造全链路一体化数字建站解决方案，支撑兰考县的分布式光伏开发。在“一体两翼”的助力下，兰考县构建了光伏取暖、绿电交通储能一体化等农村能源就地消纳生态，实现农村能源体制革命。本案例围绕中国电能公司助推兰考县农村新能源革命的实践展开，从分布式商业生态系统、ESG角度分析了兰考县农村新能源革命的实施过程、在此过程中遇到的问题以及中国电能的农村新能源生态构建思路和数字化应对策略。本案例将为政企合作整县推进分布式光伏模式提供理论和经验指导，使学生深入了解农村能源革命的战略意义和实施过程、掌握分布式商业生态系统、ESG等关键知识点和应用过程。
英文摘要：
On June 20, 2021, the National Energy Administration issued the “Notice on Submitting the Pilot program of roof distributed photovoltaic Development in the whole county (city, district)”, requiring relevant units to pilot the promotion of roof distributed photovoltaic, opening the curtain of the whole county to promote roof distributed photovoltaic project. China Power Complete Equipment Co., LTD (CEPEC), which is a wholly-owned subsidiary of the State Power Investment Group Co., LTD., in response to the call of the state, taking distributed photovoltaic as the entry point, reached government-enterprise cooperation with Lankao County, Henan Province, and comprehensively promote the development of roof photovoltaic in the whole county according to "one county, one enterprise, centralized development" mode. Based on Lankao County's power generation environment, roof environment and distributed photovoltaic development status, CEPEC researched and determined the overall digital development idea, by embedding "electric energy e-purchase" new energy e-commerce platform as the central body, and building "electric energy optical E-chain" and "technical headhunting" platform as the two wings of the service body, to create a full-link integrated digital station construction solution to support the distributed photovoltaic development in Lankao County. With the help of "one body and two wings", Lankao County has built an on-site consumption ecosystem of rural energy such as photovoltaic heating, green electric transportation and energy storage integration, and achieved a revolution in the rural energy system. This case focuses on the practice of CEPEC promoting the new energy revolution in Lankao County, and analyzes the implementation process of the new energy revolution in Lankao County, the problems encountered in the process, and the ideas and digital countermeasures for the construction of rural new energy ecosystem of CEPEC from the perspective of decentralized business ecosystem and ESG. This case will provide theoretical and empirical guidance for government-enterprise cooperation to promote distributed photovoltaic mode in the whole county, so that students can deeply understand the strategic significance and implementation process of rural energy revolution, master key knowledge points and application processes such as decentralized business ecosystem and ESG.
