英文摘要：
Heilongjiang TV (HLJTV) is among the top three TV stations in China. Facing enormous challenges bring from “tri-networks integration”, HLJTV decided to incorporate its many internal information systems into a unified base in 2009. As a result of longstanding thought of “emphasis more on production than on management \", the television industry was severely constrained by its low development process in reducing costs, getting consolidate data and improving competitiveness. After a thorough investigation of system status, HLJTV reached a comprehensive understanding of requirements for internal systems integrating and then developed a two-step system integration strategy successfully. This case describes the formulation process of this first integration strategy in China，and focus on its creative integration idea and its implementation program in HLJTV. The process is improving or resetting the subsystem features on requirements first, and then networking between subsystems to realize effective integration.
